Encouragement is given to the departement to develop and publicly promote its national park planning policies, strategies and procedures.

In support of the department's current planning system preparation of a long term management plan for Ujung Kulon National Park and revision of the function and content of the park's annual operational plan to more effectively support annual birds for departmental finance and the use of site development plans & design brief to integrate and make more effective the siting & designing of park facilities is also proposed. The Use of “job prescriptions” is recommended for more effective direction and control of operational activities.

To enable the department to benefit from the contributions of other agencies, commercial interests, NGO's and individuals of the public a consultative planning process is recommended. The assignment of pertinent PHPA staff to a “working group” to prepare draft plans for Ujung Kulon National Park is proposed. The draft plans to be made available for public submission before it is finalized, approved and implemented.
